To bring the issue to a close stated below things have to be done:
- Repeal of Decision No.1 of 13 January 2010 that permits the Baikalsk Pulp and Paper Mill and other industrial enterprises to dump toxic wastewaters into Lake Baikal - World Heritage property protected by UNESCO.
- Technological and technical audit to estimate deprecation of plant and to check the BPPM buildings and houses for seismic resistance. In revisions representatives of the scientific organizations as well as representatives of Russian environmental NGOs have to participate.
- Taking a decision on creation in the town of Baikalsk region a special economic zone for the tourist industry development.
- Financial and administrative support of the alternative productions and tourist branch in Baikalsk, tax remissions for developing business projects to ease and speed up modernization and diversification of Baikalsk economy.
