Even before the launching of the Baikalsk P&PM in December 2009 the Irkutsk Scientific Center of the Siberian Branch of the Russian Academy of Sciences applied to the Prime-Minister Putin with a letter where invalidation of the legislation change (with the aim to launch the mill and to throe the waste waters into the Baikal Lake) was marked.
All the leading Russian nature protection organizations expressed their opinion against the BPPM launching. Nearly 150 non-governmental and other organizations signed the letter to the President D.Medvedev against the mill launching.
Under the message to the President D.Medvedev on the web-site Babr.ru with the demand to stop the launching of the BPPM, to organize its independent inspection and to abrogate the Decision No.1 from the 13th of January, 2010 nearly 38,000 people put their signatures (the state on 04.03.2010). Thousands of Russians sent their personal appeals to the President via Greenpeace Russia web-site.
Questioning of the Russians' opinion regarding the Baikalsk PPM launching was leaded on the web-site of the Federal Service on supervision in the sphere of nature use. On the 19th of February 1948 people participated in it. 96% were categorically against the BPPM launching without the use of the zero-discharge systems of the water consumption and only 3% count this launching the forced measure.
The Russian Public Chamber on the 23rd of January spoke against the Governmental Decision that allows re-starting the escape of the BPPM waste waters to Baikal.
The deputies of the Popular Khural (Legislative Assembly) of the Republic of Buryatia on the 10th of February demanded from V.Putin to prohibit completely the escape of industrial flows to Baikal.
The permission to escape wastes from the BPPM and from other enterprises to the Baikal Lake has invoked the sharp reaction on the Fund market. The subdivision of the Credit Suisse Group AG (the private foundation of the Clariden Leu AG that is one of the managers of the IPO Rusal) called the investors to stop from buying the Rusal stocks. Besides the Clariden Leu AG crossed out the Rusal from the investment list and refused from plans of purchasing of its stocks.
NGOs, science, public figures and ordinary people continue to demand the civilized closure of the BPPM and decision of the social and economic problems of Baikalsk.
On the 13th of February the first mass Baikal protective meeting was held in Irkutsk. Nearly 2,000 people participated in it. Later on the meetings and other protest actions took place in many regions and cities.
